In yet another turn of events, the government offered another deal to the (still in construction but supposedly canceled) airport stakeholders. Said deal included raising landing fees at Mexico City airport to pay for their investment , limiting Toluca airport to five million passengers a year to make sure those extra fees keep aircraft going to Mexico City , and also not building an airport in a 70km radiu s because Fuck Consumers.
So, in the end, it seems like neither Texcoco nor Santa Lucia airport will be built. But there is a silver lining; by raising landing fees in Mexico City, airlines will be encouraged to find new airports to land; specially those that move cargo or smaller aircraft into Mexico City.
Which means airports outside the capital will be able to develop, and we might end up diversifying air traffic in the country...which is better than having one massive airport or two medium ones.

Airports have been political footballs since the first plane landed, and the sport knows no national boundaries. Just google “Wright Amendment” for an example where I live.

I have to disagree with your notion that having multiple airports is better than one super hub. NYC is a shitshow, and often forces you to select your airport by carrier, wh ic h can limit your whole travel plans.

I think I didn’t explain myself correctly, I agree that two airports suck, but given the geographic features of Mexico City, having a large, hub airport here would be really bad. So I’d rather keep the old one...
20% of traffic in Mexico City airport is just transfer-passengers... Which is good for the airport in terms of money, but really bad for the city in terms of congestion and pollution. Air traffic already causes like a third of airborne pollution in the valley, and to think that a fifth of that pollution could’ve been avoided just by giving airports in other cities more incentives? Well, it’s great!
I think it would be nice if tourists that wanted to go to, idunno, Cancun or Puerto Vallarta flew to Cancun or Guadalajara rather than to Mexico City and then take a connecting flight.
